Consultation Notice No. 03/EADN/2026: The Digital Development Support Company (EADN) EPE/SPA hereby launches Consultation No. 03/EADN/2026, with the following subject:
Provision and deployment of a transactional emailing service for the benefit of the Digital Development Support Company (EADN).
1- Project Scope
The service covered by this consultation consists of providing a transactional emailing service intended for an online ticketing platform, enabling the sending of critical notifications related to sporting events.
The service must ensure high deliverability, strong capacity to handle peak sending volumes and High levels of reliability and availability.
All in accordance with the requirements defined in the Technical Specifications document.

2- Collection of Tender Documents
Interested companies may collect the tender documents from EADN at the following address: 129, Asselah Hocine Street – Algiers Center, Resources and Logistics Department.
The documents must be collected by the bidder or their representative, bearing the company stamp, at:

3- Conditions of Eligibility
This consultation is open to bidders with proven experience in providing transactional emailing services similar to the subject of this tender.
Such experience must be demonstrated by at least one (01) reference, duly supported by a certificate of satisfactory completion, clearly indicating the project scope and the contact details of the concerned client.
5- Submission of Bids
Bids must include application file, technical offer and financial offer.
Each must be placed in separate sealed envelopes indicating the reference and subject of the consultation, and marked as “Application File”, “Technical Offer” and “Financial Offer” as applicable.
These envelopes must be placed inside a sealed and anonymous outer envelope bearing the following statement:

Bids must be prepared clearly, without erasures or alterations, and signed by the bidder or a duly authorized representative supported by a written power of attorney.

6- Bid Preparation Period:
– The bid preparation period is set at fifteen (15) days from the date of publication of this consultation notice.
– Bids must be submitted on the last day of the preparation period between 08:30 and 13:00 at:
129, Asselah Hocine Street, Algiers Centre, Resources and Logistics Department
– If this day coincides with a public holiday or legal day off, the deadline will be extended to the next working day.
– Bid opening will take place at EADN headquarters on the same day at 13:30 sharp, in a public session, in the presence of bidders or their duly authorized representatives.
7- Validity of Bids :
Bidders shall remain bound by their bids for a period equal to the bid preparation period plus three (03) months, starting from the date of submission of bids.
